China Department of Civil and Structural Engineering, Hong Kong Polytechnic University, Hung Hom, Kowloon, Hong Kong Abstract: Flooding disaster is one of the most damaging natural disasters in China, with annual average losses costing more than 200 billion yuan in recent years. After the 1995 floods in Liaohe River and the 1998 floods in Yangtze River, both national and local governments realized that flood control operation of reservoirs could play a major role in alleviating flood losses and that some enhancements in flood control management for reservoirs would be required. Since the existing flood control management systems for most reservoirs are established for specific purposes and are lacking in data sharing and communication with governments, it is very difficult for individual decision-making department to acquire real-time information within a short period. As a result, a national programme on flood control management system for reservoirs is undertaken. The paper is a summary of the outcome of the national programme about the flood control management system for reservoirs in China. The background, objectives, challenges and contents of the programme are presented. The main focus is on the integration of flood control management system for reservoirs as well as on the design of the flowchart of the system and its core components. The current system can be applied to either a river control center or a single reservoir through the use of the national standard databases. Hence, it will be readily integrated into the national flood control system in the future. An application example is shown for easy understanding of the system.

Flood control for reservoirs require operations in a dynamic and cooperative manner in order to respond to the changing flood control conditions. There is an increasing emphasis on the collaboration of multiple partners with different backgrounds by sharing data, models and analysis tools in a user-friendly environment, thereby making analysis and evaluation more convenient. With the Internet a...
متن کاملModel Based Predictive Control of River Reservoirs
The operational water management of river reservoirs has to consider different and sometimes competitive objectives, e. g. navigation conditions, hydro-power generation, flood protection and environmental aspects. Despite of problem specific extensions to cover the non-linear process behavior the application of local standard (PI) controllers to each reservoir can fulfill only basic management ...
متن کاملDevelopment of an Evaluation System for Sustaining Reservoir Functions—A Case Study of Shiwen Reservoir in Taiwan
Reservoirs serve as important facilities, providing a stable source of public water in Taiwan. As construction of new reservoirs becomes more difficult, it is essential to ensure sustainable functionality of reservoirs in the future. To this end, this study proposes a system for reservoir sustainability evaluation. The evaluation system consists of social justice, environmental protection, and ...
متن کاملSimulation-Optimization Framework for the Optimal Flood Mitigation Operation of Multi-Reservoir System
A novel multi-objective simulation-optimization (S-O) framework for flood mitigation in a river-reservoir system with multiple reservoirs and control points is proposed. Different combinations of objectives regarding flood mitigation in one or more of the reservoirs and/or one or more of the control points can be specified within the framework, namely, (1) maximizing the flood releases from the...
